Electronic Delivery Utility unable to connect
Symptom
- When opening the Electronic Delivery Utility, an error says, "Unable to connect to database: provider cannot be found. It may not be properly installed."

Resolution
The Electronic Delivery Utility needs the SQL Server Native client 11 to be installed. As of 7/7/26, it is the only remaining ILLiad program that needs this Native client.
